Javier Medina Project Coordinator - Open Network for Prospective and Innovation - CYTED

Javier Medina is currently a tenured professor at the Faculty of Administration Sciences (1993-2021) and Director of the Master's Degree in Foresight and Innovation at the University of the Valley and a corresponding member of the Colombian Academy of Economic Sciences. He is also Coordinator of the "Open Network for Prospective and Innovation" (2017-2022) in the Ibero-American Programme on Science and Technology for Development (CYTED) and a professor in Prospective and Planning for Development courses at the Economic Commission for Latin America and the Caribbean (ILPES) of the Economic Commission for Latin America and the Caribbean (ECLAC) since 1996. He is a consultant for the Inter-American Development Bank (IDB) in technological foresight and competitive intelligence in Honduras and El Salvador.


He was Vice-rector for Research (2016-2017), Director and founder of the Institute of Prospective, Innovation and Knowledge Management (2007-2012), co-manager of the Doctorate in Administration (2007-2009), Director of the Office of Planning and Development Institutional (2004) at the University of the Valley and Senior Researcher in Minciencias. In addition, he was Head of the National Program for Technological and Industrial Foresight (2003-2007) of Colciencias now known as Minciencias. Senior Researcher recognized by MinCiencias, he is working on a Design and execution of an Agrifood Prospective study in CYTED - Organization of American States (OEA) - Science and Technology Commission - Minciencias - Colombia.


He has participated as a lecturer and researcher in 155 events organized by various universities in Latin America and Europe, international organizations and academic networks. He has led more than 50 foresight programs, projects and exercises since 1989, in scientific and technological, educational, cultural, territorial and corporate foresight. Author and co-author of 140 publications including books, articles in indexed journals, institutional texts and research projects. Main author of the books ā€œEl Gran Giro de AmĆ©rica Latina. Hacia una regiĆ³n democrĆ”tica, sostenible, prĆ³spera e incluyenteā€ (University of the Valley, 2021; with Sergio Bitar and Jorge MĆ”ttar); ā€œAbriendo caminos en la Prospectiva de AmĆ©rica Latina y el Caribeā€ (University of the Valley, University of Santiago, Chile, 2020), "Prospectiva y PolĆ­tica PĆŗblica para el Cambio Estructural en AmĆ©rica Latina y el Caribe" (ECLAC, 2014; with Steven Becerra and Paola CastaƱo); "Manual de Prospectiva y DecisiĆ³n EstratĆ©gica: bases teĆ³ricas e instrumentos para AmĆ©rica Latina y el Caribe" (ILPES, ECLAC, 2006); ā€œShared vision of the futureā€ (University of the Valley, 2003); and ā€œVisiĆ³n compartida de futuroā€ (University of the Valley, 2003); y ā€œDesafĆ­os de la transformaciĆ³n productiva y educativa hacia una sociedad y una economĆ­a de conocimientoā€ (Autonomous University of the West, 2014; with Isabel Velasco). He is a Psychologist and Master in Business Administration from the University of the Valley, Cali and has a Doctorate in Social Sciences from the Pontifical Gregorian University of Rome (2001).
